Error shape

Every error is JSON: {"error": "message"}. A card, source program, or destination program that doesn't exist returns 404. A malformed JSON body on a POST endpoint returns 400. An unrecognized path returns 404 with {"error": "Not found"}. If the dataset itself is unavailable, card and export endpoints return 503.
